Sir J. Jordan to Sir Edward Grey.-(Received October 10.)

Peking, October 10, 1906, CUSTOMS Decree. Please see my telegram No. 179 of the 3rd instant. The method of procedure proposed is as follows :—

The Circular will be forwarded officially by the Shui-wu Ch'u, or Revenue Council, to the Board of Foreign Affairs. The latter will acknowledge its receipt, and authorize the Revenue Council to instruct Sir Robert Hart that the Circular is to be published in the next issue (about the end of this month) of the "Quarterly Customs Gazette," the official organ for notifications concerning Customs matters.

The sanction of the Chinese Government will be given to the publication, inasmuch as it will appear under the authority of the Foreign Board, conveyed through the Revenue Council.

Sir Robert Hart agrees with me in considering this arrangement the best that can be made for publication in China.
